 WHAT WE DO

South Carolina Litter Control Association is an organization dedicated to the cause of litter reduction in the state of South Carolina through education and enforcement efforts.

Our mission is to support and actively promote membership to all professionals engaged in litter control work and to anyone  interested in the cause of litter control and to be the voice for strict enforcement of litter laws.

 

A LITTLE BIT OF OUR HISTORY

In September of 1986 there was a litter survey by the Governors Task Force on litter at the Keep America Beautiful office in the Department of Parks, Recreation and Tourism to determine the amount of litter prevention programs in the state. Only five counties had "Litter Officers" and many cities and county governments mentioned problems with enforcement of litter laws.

In December of 1986 a "Litter Control Roundtable" was conducted in Columbia. County Administrators, County Councils, Sheriffs, Public Works, Litter Officers and State Agencies were invited to attend.

In January of 1987 the second ?Litter Control Roundtable" established South Carolina Litter Control Association with membership open to anyone interested in promoting litter control. Cities were included in this meeting. Goals for the new organization were stiffer penalties for littering (fines at the time were $10-$100) and to establish litter control programs in each county. A board of officers were elected. 

 In January of 1988 the first annual Litter Control Association meeting was held at the Marriott Hilton Head. 

In June of 2001 SCLCA partners with PalmettoPride and has been gaining ground ever since. Through this incredible partnership we have seen new programs established, better working relationships between Law Enforcement and civic organizations and incredible grant opportunities for the battle against litter. 

In 2001 litter control officers were granted law enforcement authority as limited duty law officers with the primary duties of enforcing litter laws.

In 2007 representatives from the South Carolina Litter Control Association traveled to Virginia to help them get started on creating a similar association for their state. The trip was a success and Virginia has begun the process of starting a Litter Control Association for the state of Virginia.
